BERLIN (dpa-AFX) – Just one day after the Bundestag, the Federal Council approved the withdrawal of many corona restrictions for fully vaccinated and recovered people. Apart from Corona, the countries have also made some resolutions. A selection:
Vaccinated and convalescent people are allowed to do more: Contact and exit restrictions are no longer applicable for completely vaccinated and convalescent people. According to Justice Minister Christine Lambrecht (SPD), the regulation will come into force on Sunday. When meeting other people, those who have been vaccinated and those who have recovered from Corona are no longer counted. Evening exit restrictions are also no longer applicable for both groups; after traveling or after contact with infected people, they usually no longer have to be quarantined.
HIGHER PENALTIES FOR CHILD ABUSE: Anyone who sexually abuses children or distributes or even only owns pictures and films with such content should face at least one year in prison in the future, and up to 15 years in particularly serious cases. This makes these acts a crime. The limitation period for explicit sexual images of children has also been increased. It only begins on the victim’s 31st birthday.
RIGHT TO FAST INTERNET: The regional chamber passed a law according to which all citizens can demand better internet connections for their houses and apartments from mid-2022. However, the minimum landline level is likely to be so low that this option is only of interest to people in rural areas or on the outskirts. An authority should set precise values for the download and upload speed as well as the latency – i.e. the reaction speed. In the download, the lower limit will most likely be below 20 Mbit per second, but the minimum level should be increased year after year.
DISPOSE OF ELECTRICAL SCRAP IN THE SUPERMARKET: Depending on the size of the shop and the range, discounters and supermarkets will have to accept old electronic devices such as electric toothbrushes or cell phones in the future. Shops, for example, have to accept small devices such as disused pocket calculators or a power bank even if they were bought elsewhere. However, larger devices such as old televisions can only be handed in if a new device is purchased. Online retailers also have to take back and recycle electronic waste free of charge and easily.
CHILD AND YOUTH AID REORGANIZED: Children and young people have their own right to advice from the youth welfare office – without the parents’ knowledge, for example if they are addicted. The law passed by the Federal Council is also intended to strengthen the rights of children in foster families and reduce bureaucratic hurdles in helping families with children with disabilities.
HEADSCARVERS FOR THE POLICE AND THE FEDERAL ARMY: The Federal Council has passed a reform that regulates the extent of tattoos and other aspects of the appearance of soldiers, police officers and other officials more clearly than before. The change also references religious symbols – which is a concern for women wearing headscarves. From the point of view of the Union, however, concerns are unfounded: A restriction or prohibition of features of the appearance that have a religious background is only possible if the strict requirements of the Federal Constitutional Court are observed.
NEW DEBT FOR PANDEMIC FIGHTING: Finance Minister Olaf Scholz (SPD) is allowed to take on record debts this year because of the corona pandemic. The Federal Council let its supplementary budget pass with additional loans of 60.4 billion euros. This means that a total of 240.2 billion euros in new debt is possible for 2021.
